Ben, I agree many parties are at fault.
 
However, the NZ Govt had to concern itself with the matter of landing rights if foreign ownership of the national flag carrier was increased.
 
NZ has access to British airports and airspace precisely beacause they have access to ours.  To make the point clearer suppose Afganistan was moving toward a 49% stake in Air NZ.  Britain would take away NZ's landing rights leaving out exporters at the mercy of overseas airlines.  This would sink little old NZ.
 
I don't see how the Govt could have acted any quicker.  As Cullen said the ground kept changing.  Also if the board of Air NZ did a bad job of due dilligence when buying Ansett, who is currently advising the Govt on these issues.
