Just so you understand Rivkins advice

Rivkin *always* tells those not to pay more than he advises, so that is at
present 28 cents. To pay more is your on your head.

He would of been advising on good authority though and knows that OILS are
event driven and the next drill is going to add that amount to share price
(*IF successful*) If not the share will probably head back to 22 cents.
Success in an oil find always adds significant reward to share price and he
is confident that they have a better than good chance of success

I follow Rivkin but don't trust him all the time, This IMO seems a good
stock and his advice for it seems right.
