I think all you guys have missed the point here.
As I understand it Brash is simply manipulating monetary conditions in
accordance with instructions from his political masters via  the Reserve
Bank Act. If the Govt want different parameters controlled they have to set
the conditions and let him get on with it. Its rather like blaming the
postman for bringing bad news IMHO. As far as I am concerned Brash can stay
so long as he meets the criteria set for him.
