Rils post reminds me of a friend who had a really 
bad phone line - he had alot of difficulty using the
internet. Telecom checked his line and told him 
that it was among the worst lines they had tested.
(He lives in Wellington not in the country by the way)
Anyway they told him that they didn't maintain the
lines anymore and they were not going to do anything
about it.

So he changed to Saturn. Unfortunately many of us 
haven't got the choice since Saturn only go where
there is easy pickings.

RILs post seems to confirm Telecoms reluctance to
spend money on maintenance. Maybe they figure that
eventually people will get another line put in for
the internet and so they'll get more revenue.
Whatever the reason as hyperion said, they're still
a monopoly (in most areas) and then there's the new
cable etc.
