BCL said the move represented a "giant leap forward" in broadband access and that rural and provincial residents would be the winners.
The agreement will enable Telecom to reach customers currently beyond the reach of its high-speed Internet ADSL JetStream service, using a wholesale network to be built and owned by BCL.
The network is due to be commissioned later this year.
BCL managing director Geoff Lawson said t hat in addition to full service telecommunications companies like Telecom, BCL would look to work with broadcasters, Internet service providers, demand aggregators and niche operators to provide a broadband wireless access network.
"This is an exciting day for BCL and it's an exciting day for New Zealand. We look forward to seeing broadband taken to as many New Zealanders as possible."
