      I have never felt the need for a screener for NZ stocks. The total number 
of stocks is small, and the number of tradeable stocks is much smaller, such 
that no screener is required.

 An example of a fundamental screener for Australian stocks is

 An example of a technically based screener for Australian stocks can be found

 An example of a candlestick pattern screener (US stocks) is :-

 Several Australian brokers provide fundamentally based stock screeners for 
their clients.

 "Would a novice trader who has developed a trading plan that involves 
filtering stocks based on technical criteria benefit from purchasing 
Metastock?"  That would depend on how complex the plan was. If the plan was 
quite simple, it could perhaps be executed using existing screeners. If it was 
at all complex, or if you wanted to be able to do a lot of fine tuning, you 
would need MetaStock or equivalent. 

 The following is an example of a system backtesting report from MetaStock. It 
would give all the info you mentioned, and more :-
