Interesting article in the N Z Herald about Trans Rails (TRH) problems
satisfying Solid Energy's requirements for carriage of coal to Lyttelton. Go
to:

<quote>
An angry Solid Energy is barging coal from the West Coast to Lyttelton and
sending the bill to Tranz Rail.
Solid Energy says Tranz Rail cannot provide enough capacity and there is no
option but to barge the shortfall.
</quote>
The article implies that Trans Rail is bumping into capacity restraints and
lacks the additional resources to recover shipment shortfalls when impacted
by adverse events.
Given Solid Energy's intention to ramp up coal exports to 3 million tons per
year (av 250,000 tonnes per month) & Trans Rails best score so far is 160,000
tonnes per month, some serious capacity building needs to be done by Trans
Rail.
Serious capacity building requires money, Has Trans Rail got any?
My concern as a Lyttelton Port Co shareholder is that LPC will be placed
under pressure to help financially to ensure work for its coal terminal.
Of course Jim's Department of Central Planning, sorry I meant Ministry of
Development, could always pawn its Latte machine and provide financial
assistance.
