A few months back Don Brash toured the country with a RBNZ roadshow.
During his talk I felt he suggested that if he was doing his job
properly in keeping inflation toward the middle of the band, then over
time the peaks and troughs of the interest rate cycle should get
progressively lower.  From memory there was anecdotal evidence in the
form of the French interest rate cycle versus the German interest rate
cycle (in relation to how well their respective central banks had
controlled inflation over a period of time).
