It's a very gray subject but various countries, states will only legalize
on-line gambling if the user can be proved to be of a certain age (and some
countries, sex). 

The Americans are wrestling with the concept that if a gambling
server/company in Utah that is used by a 13 year old in Texas, has the
company commit a Federal criminal act in allow this to happen. 
They same problem is then taken internationally, if a server in Fiji is used
by a kid in Oz and he wins millions. Will he get it payed out and has that
company in Fiji committed a international crime, yet alone a crime in Oz..?
A lawyers wet dream I'm afraid. (not to mention that servers operated in
lawless states have no legal protection from hackers etc).

CANbet use an IP address sniffer to determine if the incoming IP address is
from outside of OZ, this is very easy to go around (if you an Okker with
some cash to lose), by using a Proxy server and they are very easy to find.
Time may be against Canbet.
