I've had a quick look at some of the CLI figures in relation to the FIG criterior(see message boards) and these are the stage 1 criterior that were being used in order to see if a co was worth further investigation

1. Strong market position (Top 3 in the sector in which the company operates)
2. Upward earnings trend (for at least 5 years, one setback allowed)
3. Consistently high ROE (>15%, before tax)
4. A degree of flexibility in setting prices (>inflation)

someone else can comment on 1 and 4 but here are the figures for 2-EPS and 3-ROE

1997. 2.8%
1998. 0.7%
1999. 21.1%
2000. 45.4%

summary: PASS

3.ROE

1996. 25.8%
1997. 43.4%
1998. 3.2%
1999. 38.6%
2000. 23.4%

summary: PASS

CLI would comfortably pass these two criterior
