This would only seem to make sense in terms of the major shareholders
being strapped for cash. I'm no accountant, but paying dividends with
borrowed money sounds like playing with fire to me.

An alternative (perhaps fanciful) viewpoint would be the desire of CEN
to put across the image that the company is badly managed, thereby 
forcing down the share price allowing it to be picked up cheaply by the 
major shareholder. An appropriate time to do this would be after a major
share buyback program having reduced the number of shares that would need
to be bought.
