[sharechat] TEL pulls out of 3G auction

Interesting piece of news - Telecom has withdrawn its bid for the 3G
frequencies in the Government's radio spectrum auction.

There hasn't been a stock exchange announcement from TEL yet detailing why
they have made this move - it would certainly be interesting to know why.
