[sharechat] TTPGC - capital notes - comments?

These have an interest rate of 9.5%, were issued at 95c and are currently 
undergoing a buy back...

Current price is 73c..

Do these not represent a potential bargain? Is the 9.5% paid on the value of 
the issue price?

And wouldn't the buyback offer potential upside in the medium term?

Someone please comment on my thinking process..
