If you have cash in your account E*Trade let you buy/sell/buy/sell as
much as you like,as quick as like, though I havent seen a broker in
NZ/AUS claiming to cater exclusively for daytraders.  As Mark said,
markets here dont suit it, not enough liquidity or volatility...sure,
you might get a few bumps you can trade here and there, but not
consistantly, thats why brokers havent moved that way. In US there are a
couple of dozen brokers aimed just at daytraders...completely different
platform, penny a share transactions (yes, 1 cent transaction
fees...they earn income from settlement fees with the MM's). So it's a
combination of the market being right, then the brokers setting up for
that market.
