Why hasn't DPC risen in price?

There is only approx 20M shares and 60% are locked solid, There is not enough shares for fund accountants to deal and manipulate with (small fish) so it is a forgotten stock.there is no demand at present.
I am a Fundamentalist Investor ( FA ) not TA investor in this stock.

1/3 of my portfolio is DPC ( long term investor)
Have been investor for 5 years ..bought @ 66c ..bought in at $1.14 . accumulating and will continue to do so, as It is a growth stock, with a 6% /annum + inputted credits. It is a can not lose scenario for a long term investor. My 66c investment is looking pretty cool as an retirement income...Not retired yet   oop 52 yrs old
