Do fund managers short stocks?

Just wondering if this happens

Just looking at some trades Perpetual trustees are doing buying 10% of a
lightly traded company (Tower TWR) a month ago

 now dumping at half price?

TWR has had an unexpected profit warning and do not seem to be trusted in
openess and honesty.

TWR are now claiming that although they have had write downs their
profitabilty will return to normal after them
 (which should be dividends exceeding 20% AT $1.50)
