Brian,
       Technically, CLI looks grim. It is in a short, medium and long-term 
downtrend. It has been making lower highs for 3 years. The rate of fall is 
increasing, such that the downward trendline has needed to be redrawn - twice. 
It has now broken down through the tentative medium-term trendline. It has 
broken through the old support level of 280.

 I am aware of the very low P/E ratio, and other favourable fundamental 
considerations.

 Could it be that the market does not believe the numbers?
