'It's not just market-related news that's weighing heavily on stocks either. The tension between India and Pakistan is making everyone nervous. And then there's President Bush's speech tonight at 8:00 p.m. eastern time. According to White House spokesman Ari Fleischer, the president will announce the creation of a new agency specializing in homeland security. Fleischer said the move shows that the U.S. is "mobilizing for war," which many believe refers to the ongoing war against the al-Qaida terrorist network. So, it's not surprise that stocks are down and gold is up. People want their money in something safer than the current, extremely volatile market. Who can blame them?' TOUCHE'
