DFC was placed in the Statutory Management of Don Francis & Tom Davies of Deloitte, Haskins & Sell on 3 October 1989. They were appointed by the Reserve Bank( 2 The Terrace, Wellington ). I believed all creditors had been paid by now, but I hope this helps.
