[sharechat] Bear Market

Just read the article "Our Bearish Friend Returns" by Harold Milner on the
Egoli website.

In his postscript he states:  "Wall Street has recently shown sharp rallies
during the last hours of trading. Sharp rallies are typical in bear
markets."

Could someone please explain to me why this would be the case?
