ITC is still in a very early stage of development. The
true gains will come in time when they taketheir
investments public. These things require patience.  I
held shares in a US OTC company called eDigital (EDIG)
for nearly a year (in 1999) during which time the
shares were stuck around $2 US. It looked as though
they would nver move higher. On Friday they closed at
$17 US.
